Energy Assistance Programs Summary

Low-Income Energy Assistance Program (LIEAP)

Assists with home heating costs

Eligibility:

· Income must be below 200% of the federal poverty level

· Considers the most recent three months of income of all household members 

· Applications where all household members are receiving SNAP are automatically categorically income eligible. 

Benefit amount:

Benefit amounts are based on household size, income, heating type and residence county. 

How to apply?

Call 1-800-233-8503 to request an application, visit https://dss.sd.gov/economicassistance/energyassistance/lowincome.aspx to either fill out an online application or print and complete an application, or visit a local DSS office.

Weatherization

Assists in making homes more energy efficient

Eligibility:

· Income must be below 200% of the Federal Poverty Level

· Households currently eligible and on an active LIEAP case are categorically income eligible for the  Weatherization assistance program

Benefit amount:

Once determined eligible an energy audit is conducted to determine weatherization needs. Weatherization measures may range from simple caulking to replacement of windows, doors, or furnaces. Common measures are air sealing, insulation, appliance repair/replacement, other small home repairs to protect installed measures.

· Rural Office of Community Services – Ph: 605.384.3883 (www.rocsinc.org) serves Aurora, Bon Homme, Brule, Buffalo, Charles Mix, Clay, Davison, Douglas, Gregory, Hanson, Hutchinson, Jerauld, Jones, Lincoln, Lyman, Mellette, Sanborn, Todd, Tripp, Turner, Yankton, and Union counties.

· Western South Dakota Community Action – Ph: 605.348.1460 (www.wsdca.org) serves Bennett, Butte, Corson, Custer, Dewey, Fall River, Haakon, Harding, Jackson, Lawrence, Meade, Perkins, Oglala Lakota, Pennington, and Ziebach counties.

Emergency Reconnect

Provides emergency assistance for LIEAP households whose electricity has been disconnected or is at risk of being disconnected or other crisis related to energy needs.

Eligibility:

· Households must be eligible and on an active State LIEAP case

· Received a disconnect notice or other crisis related to energy needs

· Have less than 20% in their tank (propane and fuel oil)

· Received an eviction notice (if households heat is included in their rent)

Benefit amount:

Households can receive up to $2,400 in emergency assistance per year.

Call 1-800-233-8503 to request assistance. Customers will be asked to provide their disconnect notice.

Furnace and Air Conditioner Repair/Replacement Program

Assists State LIEAP recipients who need furnace or air conditioner repair or replacement (AC repair/replacement ends on September 30, 2022)

Eligibility:

· Households must be eligible and on an active State LIEAP case

· Own their home

Benefit amount:

Varies based on need. May include minor repair or total replacement. Certified subcontractors will determine appropriate services

Cooling Assistance Program

Assists State LIEAP recipients with summer cooling expenses.

Eligibility:

· Households must have received LIEAP benefits over the past Winter or are currently on an active LIEAP case

· Households must be responsible for paying their own electric bill

Benefit amount:  $1025.

The benefit is paid directly to electric providers.

How to apply?

No need to apply. The benefit is automatically paid to the electric provider for eligible households. Payments were made to providers (July 2022)

Eligible households will be notified the first week of August. 

Note: This was a one- time benefit, based on availability of funds and may be available to new approvals through August 2022.

Water Assistance Program

Assists household whose water services has been or is at risk of being disconnected. May include households who have unpaid water bills.

Eligibility:

· Income limit is 200% of the federal poverty level

Households currently eligible and on an active LIEAP case are categorically income eligible for the Water assistance program

· Must be responsible for paying their water/wastewater bill directly to a supplier
