Department of Ed: Schools Must Expedite Evaluations for Highly Mobile Students With Disabilities

A new guidance letter issued by U.S. Department of Education says that if possible, districts should complete evaluations of transfer students with disabilities within 30 days. The guidance letter specifically singled out situations where a child transfers during the summer, stating that some districts are not providing extended year services (ESY) to transfer students whose Individualized Education Program (IEP) includes ESY services. The letter states, The new school district may not refuse to provide ESY services to that child merely because the services would be provided during the summer.
